22nd Feb 2012
Saturday meeting held at Nanavati school on 18 th Feb 2012
-- Ravi Srivastava, Ms Roshni and Yogesh narrated their experiences / impressions of moderating, interacting with citizens/candidates at Jan sabha events organized at various wards.
Problems encountered while getting approvals from MBC and other statutory authorities, party officials/ candidates and Party politics etc.
-- Challenges/Problems of organizing Jan sabha event.
-- Discussed about candidates caliber, attitude, cooperation, indifference, arrogance etc.
Points:
Some candidates are not fit to contest and needed a helper to answer questions put to them.
Some admitted to party hopping as they did not get ticket.
Others disclosed buying candidature on payment of certain sum.
Majority did not have proper knowledge of legislature nor regulations and lacked governance or leadership qualities.
One candidate boasted about his influence with former Railway Minister and how he can arrange jobs to his supporters at Railways if elected. He was snubbed by the audiences who refused to vote for such candidate.
At one or two venues, no candidate showed up, however the crowd was given briefing about futility of electing such irresponsible candidates and also given information about BMC election process.
Dharavi, stronghold of Congress party suffered reversal as the voters rejected the party in spite of dole out temptations.
Almost all the candidates who attended the debate signed the affidavit without hesitation and agreed to abide by the commitment and interact with the peoples representatives at regular intervals.
In the end Ravi Srivastava summarized that the winners from this exercise are our Volunteers who gained valuable experience/confidence of interacting with various statutory authorities and Jan sevak candidates and can hold public events on their own with confidence in the future.
IAC has, thus created many mini leaders who can mature in to potential leaders and take up more responsibilities in the future Public events.
All the organizers of Jan sabha are requested to submit the original signed documents from the candidates and the CDs. This will be kept in the office for future reference.
2. TOPICS DISCUSSED BY MAYANK GANDHI.
Summarizing the recent BMC election results, where Congress coalition lost in Mumbai and other major cities is due to Anna effect and failure to address the Jan Lokpal bill.
Low voter turn out can be attributed to loss of confidence in the electoral process and lack of faith in the Governance.
Citizen were confused as to which Candidate/party is worthy of voting. If Anna had given a call would have been different with more voting percentage and Congress would have lost heavily.
Some parties paid huge sums to organized groups through agents to the extent of Rs. 5,000/6,000 per vote. There was free flow of liquor, partying to lure voters.
He informed the gathering, strategy for next (2017) MBC elections.
To prepare for the next election with immediate effect interacting with all the 70 odd loosing candidates from citizen group and prepare them for the next election. A meeting with all above will be arranged soon.
Each BMC ward has 35,000 to 40,000 voters and divided in to 35 to 40 Polling booths with about 1100 people per booth. Each ward should have 35 to 40 Mohalla sabha volunteers and urge people to select their own candidate (Pratinidi) under Lokshahi by 2017. Thus creating one crore strong people force.
Mayank Gandhi further initiated an exciting debate by proposing following 3 options to counteract as a measure to put pressure on the Government at the centre and invited suggestions from volunteers.
1. Carry on with present method of activism which is slow and steady and may take several years before an effective jan Lokpal bill finally takes shape after going through several amendments in the Parliament. He cited the independence movement against British raj which took more than 30 years to fructify.
2. Give a call through Anna in the 2014 Lok sabha election, to campaign against Congress / UPA Candidates as IAC did in case of Hissar by election.
3. Register IAC and float a party at national level and fight election independently in the 2014 loksabha election with own chosen candidates.
Many arguments, opinions and suggestions were heard and there was serious debate for and against options 1, 2 and 3 and finally all the options were put for voting (winning option will be declared soon).
Option 1 is very slow and people have no patience to wait for such a long time and the movement will loose steam and die down eventually.
Join other NGO groups and collectively put pressure. However this may not have desired effect as is evident from past experience of Govt. backtracking on the promise given in writing.
Option 2 makes IAC as politically motivated group and open for attack from all quarters. IAC s clean image as a non political group will change and will be subjected to criticism.
The advantage is that ruling party may loose its majority and it will be easier to discuss about IAC agenda with other parties.
In case of option 3 there is no guarantee that IAC candidates may win by majority to exercise any influence over future Govt. Policies. And IAC candidates may turn out to as corrupt as any other eventually. It was also suggested to restrict IAC candidates for one election only. After jan lokpal and other important bills are passed, IAC may disband as a political party.
Other suggestion was to field candidates for Rajya sabha and it will be easier to win more seats.
Ask Bhaba Ramdev to float a party and support him indirectly and influence other imminent personalities such as Sri Sri Ravi Shankar and various religious groups, NGOs to combine and create a strong pressure group.
Organzse Chalo Delhi movement during next session of Parliament and continue to gherao till our demand is met for effective jan Lokpal.
Other suggestion was to demand for single point agenda of making CBI independent from Political parties influence; this alone could be effective to curb high level corruption.
Sadly, the discussion had to end due to time frame and ended with open voting on all the 3 options.
Mayank informed all the members that during his meeting with Arvind Kejriwal on Sunday (19th) at Pune, all the proposals/suggestions will be conveyed and will be taken up at higher level.
Voting result—
Option 1-- 11 votes
Option 2-- 17 votes
Option 3-- 32 votes.
All the volunteers are requested to give suggestions and views to enable to reach conclusive concrete decision on the matter.
There is good news that Anna has completely recovered from his ailment and is in good health and is back in Ralegan Sidhi.
